Importation of bees, leeches, silkworms, parasites and predator insects intended for research is permitted between officially recognized institutions.
Postal items containing bees must undergo veterinary inspection and those containing silkworms are subject to inspection by the quarantine service. Depending on the decision of the inspectionservices, the postal items are either delivered to the addressees, returned to sender or destroyed.
Importation of raw products of animal origin, of domestically produced sausages, dairy products, fish, eggs and honey is subject to the quarantine authorization of the State Committee for theProtection of the Environment of the Russian Federation.
Importation of seeds, plants and other plant products is permitted for scientific research organizations and institutions, subject to the quarantine authorization of the State Committee for theProtection of the Environment of the Russian Federation.

Not more than 0.8 of a litre of strong alcoholic beverage (over 22%) and 1.5 litres of wine, the cost of which does not exceed 100 USD, may be sent in a postal parcel.

Biochemical preparations are admitted with the authorization of the State Inspectorate for Vegetable
Quarantine of the Ministry of Agriculture and Food of the Russian Federation.
Medicaments and preparations with added vitamins are admitted with the authorization of the Ministry of Public Health of the Russian Federation, apart from medicaments approved by theMinistry of Public Health of the Russian Federation.
Matches are prohibited in postal items and must not be imported into the Russian Federation.

Each postal item (small packet, parcel) must be accompanied by a CN 23 (old C 2/CP 3 form) cus - toms declaration, completed in duplicate by the sender, in Russian or French. Each CN 23 customs declaration (old C 2/CP 3 form) must contain the following information: name of the country of origin; name of the country of destination; name and exact, completeaddress of the sender; designation and value of each article inserted in the item; gross weight and net weight of the item; gross weight and net weight of each article inserted in the item.Insured parcels must bear the indication "Avec valeur déclarée de …. DTS" (Insured value of … SDR).
Receipts and invoices must accompany postal items with a market value and they are delivered upon presentation of the appropriate licences.
Documents issued by foreign authorities or public organizations (chambers of commerce) must be countersigned by Consuls of the Russian Federation.
Postal items containing articles not included in this "List of articles prohibited as imports", within the limits of the standards indicated and of a total cos t per item, according to the retail pricesof the Russian Federation, not exceeding 100 USD , are exempt from customs duty.
Postal items containing articles admitted as imports into the Russian Federation are delivered to addressees against payment of the customs duties at the rate of 30% of the cost of the articles:
– if the cost of the contents is between 101 and 1000 USD;
– if the quantity of articles imported exceeds three times the limits according to the standards set.
Postal items containing articles admitted as imports into the Russian Federation, the cost of which is between 1001 and 10 000 USD , are delivered to addressees against payment of thecustoms duties at the rate of 50% of the cost of the articles.
Postal items not intended for the addressee's personal use are understood to be items sent system atically in bulk even if they have different addresses and the regulation limit of thearticles is com plied with for each item separately. Such postal items are returned to the country of origin.
It is prohibited to import into the Russian Federation postal items from commercial companies intended for private individuals permanently resident on the territory of the Russian Federation,with the exception of legacies as well as articles admitted as imports for repairs or replacements. Such postal items are not to be delivered to addressees and will be returned to the country oforigin.
NB: Postal items reaching the Russian Federation from foreign commercial companies which have agreements with the VO "Vnieshintorg" are admitted. To be admitted, all the dispatchformalities must be complied with in accordance with the current regulations in the Russian Federation.
Inherited goods from abroad are admitted into the Russian Federation and are exempt from cus toms duties on the basis of certificates issued by consulates of the Russian Federationabroad on the law of inheritance and the composition of the legacy.
Articles or parts therefore, imported into the Russian Federation for repair or replacement, are exempt from customs duty, if the sender's written declaration is included in the postal item.
Postal items sent to State institutions and cooperative associations, irrespective of the type of prop- erty and containing articles with a market value, are admitted with an import licence issued bythe Ministry of External Economic Relations and Trade of the Russian Federation.
Articles prohibited as imports into the Russian Federation and falsely indicated or not indicated at all on the CN 23 customs declaration (old C 2/CP 3 form) are confiscated.
Customs duty is charged on articles admitted as imports into the Russian Federation, inserted in a postal item but not indicated on the CN 23 customs declaration (old C 2/CP 3 form).
In the event of the importation of prohibited articles in postal items, the following measures are taken:
– seizure of the prohibited articles only, the rest being handed over to the addressee;
– return of the item to the country of origin; or
– seizure of the whole item.
All articles prohibite d as imports into the Russian Federation are also prohibited in transit anywhere on the territory of the Russian Federation.
