· Prohibited items – items whose import into the country is prohibited.
· Items admitted conditionally – items whose importation into the country is allowed with the term if a document issued by the relevant authorities of the exporting country is presented.
· Items admitted without conditions – items whose import into the country is allowed.

Part II:
Conditions of admission of articles imported or in transit
2.1 Animals and animal products
2.1.1 Food products

2.4 Beverages, alcoholic fluids
Live animals, live bees and live fish may be imported on presentation of a special authorization issued by the Estonian State Department of veterinary and of a Veterinary certificate issued bythe relevant authority in the country of origin.
Animal products (including all kinds of canned meat and fish) may be imported subject to presenta- tion of a veterinary certificate issued by the relevant authority in the country of origin. In the caseof frontier-to-frontier transit live animals must be accompanied by a special transit authorization issued by the Estonian State Department of Veterinary.
Food products up to the weight of 5 kg may be imported into Estonia without a certificate in postal parcels, except raw materials of animal origin, thermally untreated food products of animalorigin, food additives and admixtures.
Items containing seeds and all kinds of plants may be imported if accompanied by a phytosanitary certificate issued by the plant quarantine service of the country of origin.
Alcoholic beverages may be sent in postal items provided they are addressed to a legal person licensed to import alcohol.
2.5 Tobacco Tobacco products may be sent in postal items provided they are addressed to a commercially registered merchant licensed to import tobacco products.
2.7 Narcotics The import of narcotics is subject to authorization by the Estonian Ministry of Social Maintenance
Heath Department.
2.8 Pharmaceutical products
The importation of medicaments and other products used in medical treatment is subject to prior authorization granted either by the Estonian Ministry of Social Maintenance Health Department or by the Estonian State Department of Veterinary.
Hormone and blood preparations may be imported subject to presentation of a veterinary certificate issued by the relevant authority in the country of origin.
2.15 War material The importation of all war material, arms and ammunition is subject to authorization by the Estonian
Police Department.
